Some people have a '+' next to their username in various places, such as in the "Who's online?" box.

What does the plus mean?

The people who have the + beside their username in the "Who's Online" box are the people you have officially "friended" here at the boards. Either they sent you a friend request, or you sent them one. 🙂

Kean is right. 🙂 And if you want to do this, all you have to do is visit someone's profile, and click the 'Befriend Username' link in the righthand side of the screen in their profile. Of course, 'Username' will be their actual username. 😉
