Virus help!

Tonight my computer went absolutley nuts-- I was hanging out on a video streaming site trying to get an episode to work. Just as I started watching it, I got one of those popup virus scans. I ctrl alt deleted but the thing kept popping up. It's still doing it, after 4 hours or so. I then got an alert that someone was trying to hack my PC. I unplugged my internet, though I doubt that helped anything. Now I'm unable to open firefox or explorer because when I do it says 'these programs are infected', so I can't get to the site that I do scans from. Or any site. I'm on the family computer right now, the infected computer is my private one in my bedroom. These popups (Windows Police, I think it's called?) will 'scan', but won't handle the problem unless I pay a 70$ fee. I don't have 70 $ to spare right now.

My facebook password was changed (why would they change that password and not my myspace? or emails? I doubt it was the hacker, but it certainly wasn't me). I was able to reset that though. Still. Weird.

Does anyone have any idea on how I can take care of this problem? Has anyone even heard of this? I don't know the difference between spyware, malware, worms, viruses, or whatever else there is. I just know my computer isn't working, all it does is open picture folders and allow this popup to keep popping up. Can't open a web browser to get to a scanner, can't do anything but wonder. Any help or explanations would be beyond appreciated. I'm kinda sad lol. Sorry for the shotty explanation here, it's 2:00 AM and I'm exhausted.
 
Thanks a bunch for all the help, nerd4hire. Thanks to those links I got it figured out for the most part. I was stupidly starting to think windows police was legit, but now I know.
