Was Caleb Alone?

Similar to my other thread about the Bringers not in Sunnydale, were there any other human/super human servants around the world directing Bringer activity, as it seems unlikely that one man could direct such a world wide operation alone, regardless of how powerful he might be.

At the end of the day, Caleb was just a minion himself.

The First Evil controlled the forces of the world because, as I believe, the First was present in every shred of evil on the planet thus it could be anywhere at anytime.

Caleb was just a vessel for it to take over when it needed to.
