Was Giles lying or was it a mistake on the writers part?

I do not think Giles was lying, it is more likely that it was a mistake on the part of the writers. The season one was experimental and Joss did not know for sure if there would be a season two, so many things have been changed with the prosegiure the series. If we look carefully, I'm sure there are many other continuity errors. The first that comes to my mind is in the episode "Angel"

In episode seven, Angel says he never killed after having his soul, but then we discover in ATS that is not true and I do not think he lied in the first season of Buffy, the writers have simply forgotten that detail.
 
Who did Angel kill after getting his soul? Just curious cuz I don't remember that from AtS

In a Flashback (1970) from the episode Orpheus (Season 4) Angel drink human blood, even if it does not kill anyone, but the call of the blood is still very strong, but that is the last time that happens, then isolates himself from the rest of 'humanity until he meets Buffy in Los Angeles (Hemery High School, 1996)
 
Ohhh yah now I remember. Yah that is kinda funny, I guess the writers added things just to make the characters a bit more compelling. But just like with the whole Giles lying to Buffy Angel technically could have done the same. Its a gray area where you know the writers just didn't think that far ahead, but they can play it off as a character ashamed of their own past.
 
Objectively, as with much of season 1, the writers did not plan for the future of the show. But, it could be explained that he wanted to cover up his own (prior) use of magic and also dissuade the young people around him from thinking magic and spells were regular and something people did... if Giles had snorted cocaine or taken heroine and encountered an addict he would hardly admit this to young impressionable youth that looked up to him as a role model, and vice versa with magic.
 
I think that it's most likely that they hadn't thought of the Ripper stuff at that point. If they had, why would Giles even lie about that? He didn't need to say that he'd never used magic before. They didn't need to know that he'd been up to some dodgy stuff with it. 😛

I guess it could be explained that if he wasn't lying, perhaps the spell he performed on Amy and her mom were completely different to any of the magic he had done in the past.

In addition to the various violent criminals that he kills, as Darla mentions in the episode "Darla", he also kills the commander of that submarine during world war 2, as mentioned in the Angel S5 episode "Why We Fight", and turns him into a vampire (to save him from dying from a wound inflicted by others so that he can pilot the submarine back to shore).
