I'm re-watching S4 (and S1 of Angel ) right now and the string of episodes to open the season aren't great. They aren't terrible or anything (with one or two exceptions) but there's just nothing...special or exceptional about the majority of them. However, once Spike joins the show, I think it picks up. Almost every scene he's in after getting the chip in his head is just so funny.
I actually think it speaks to the acting ability of James Marsters that he's able to transition his performances from the badass villain to essentially a comedy character, and still keep Spike cool and an important part of the show.
