Weapons On Serenity

I was just watching the polot episode of "Firefly," and there is a sequence where they are being chased by Reevers, and it just reminded me of something that I always wondered about. Why weren't they armed? Obviously, I'm talking about the ship itself, not the crew's individual sidearms. In the movie, they mounted some kind of artillery piece on the ship for awhile, but never in the series. Maybe the Alliance had some sort of law against armed vessels, but it's not like they were all that law abiding otherwise.

I don't know if the Alliance had laws about guns on ships, but if they had one it would be too obvious. Fireflys were a transport ship and if it had guns the alliance would know they were up to something.
