I went with who had the the most screentime, and most progression, bigger storylines.
Cordelia is the obvious one, not that she didn't get the screentime, it just how that happened, they gave her a big break in taking her to Angel, but didn't seem to have a plan for her, especially when Charisma fell pregnant.
Xander, Xander got less big stories than the other main characters, while he had good progression, it was often dismissed when they needed someone to blame, plus I recall something about them asking Nick to stop working out, which led to his obvious weight gain in the latter seasons.
Anya, it seemed they didn't know what to do with her either, she had knowledge that was rarely used, magic that was used even less, and highlighted her bad points more than what she was actually capable of.
Connor, I get why they aged him up, but they didn't seem to know what to do next, they could have really made him a great character, but used him to destroy Cordelia's character.
Dawn, I don't think they wrote her well, especially in the beginning, she should have been older and the people around her should have treated her as a teenager that she was.
Spike, he was meant for a short season 2 and by season 7 he had more storylines and progression that anyone else.
Willow, she was another that had big storylines that showed different sides to her character, she had deep relationships, emotional moments, and was the one in the crossovers to Angel
Fred, she had a 4 episode introduction, big storylines and relationships, and a dramatic death that led Amy into a new character.
Wesley, had great progression, a background that was built upon, big storylines that really developed the character, relationships.
