We know werewolves exist in the Buffyverse. Oz and Veruca being the two examples show on screen. Oz was last seen in the TV show in 'Restless' but he officially left before that (I understand in the comics he ended up in Tibet?) and Veruca met an untimely end, killed by Oz as he protected Willow from her.

We also know Oz was bitten by his cousin and that's where the werewolf came from, so we know of at least one other werewolf still out there., presumably still turning on the full moon and biting others.

But why were werewolves never attracted to the Hellmouth? Why did we never see any of their kind again?

And if they had come back (maybe in the form of a gang led by Oz's cousin), would they be on the side of the humans or demons, or would they be ambivalent?

Because Sunnydale was a large town with a small population density so it would be easier for a werewolf to be spotted which is why they hung out in LA more frequently. Either that or once Oz left the show they didn't want to remind viewers about him so left out werewolves.

There was a massive battle in Tibet between werewolves and tanks.
It didn't turn out to well for the werewolves. Unsurprisingly.

Looking back one thing that kinda bugged me. Giles didn't know that werewolves existed. Wouldn't The Council have known about werewolves for ages?

He didn't know about leprechauns, either. Remember, the Council is primarily focused on vampires, and certain other particularly nasty denizens of the darkness. The things that are relatively peaceful, they probably just ignore.

As for werewolves, they are portrayed in the Buffyverse as victims of a 3 night monthly curse, not true demons. The first option would be locate and confine as needed, with execution reserved for the ones who truly get off on the wolf personality, like Verruca and the werewolf who turned Nina in "Angel," Season 5. Those are the bad ones, and they get eliminated whenever they are encountered and identified.

The Institute took them - and then kept shocking them to make them change. Then they died in the big A - dam battle.
