What makes a vampire choose to sire, rather than kill?

This is an interesting theory.... so who is doing all the siring then? Someone sires Dave and then Dave just goes round siring random vampires, because he doesnt know any better, perhaps?

Maybe it's an instinctual thing, like baby mammals instinctively know where to get food from, newly sired vampires know how to sire another without being taught?

Because someone is siring all the vamps in Sunnydale, and it isn't anyone we know of! Apart from a couple of examples in the earlier seasons, like Sheila Martini....

You mean Dru siring Shelia Martini ? She about the only Vampire sired in Sunnydale that we know who did it .
And she about the only Vampire that was that not dusted by Buffy . Coincidence ? I think not.

If you're a vampire you must know how to sire a vampire because you've already been on the receiving end. You're just doing exactly as was done to you.

Nothing. But that's the point I'm trying to make, there mst be a conscious decision on the part of the vampire to either drain the person dry or decide to sire them and I didn't know if there was some (canon) way of them knowing if that person would be any good as a vampire.... we know there have been intellectual vampires created, such as Dalton the translator in S2 of Buffy who helped raise The Judge, and we're assuming he was sired by Spike or Drusilla in order to translate the necessary texts.

But 99% of the average vampires on the show are minions, so why would you sire them unless it was for collateral damage?

turn people who can serve the group and mission! Minions! also people turning family and friends so they can do the BFF in a literal sense
But what the difference between biting them & sireing them ?

Not necessarily. Remember when human Darla was trying to get the vampire to turn her once more in Season 2 (?) of "Angel?" The vampire who she approached didn't have any idea how to turn a human, and she wound up having to talk him through the whole process. Maybe the desire to create more of its own kind develops over time, as a vampire matures, something like a their equivalent to puberty.

Darla, you mean? No, Darla was turned by the Master. She's older than everyone else in the Whirlwind. She made Angelus, Angelus made Dru, Dru made Spike.
 
But when she was turned the second time I was saying Dru did it .
