It means that CPS loves to take kids from homes when nothing serious is reaaally going on. I mean, kids who are actually being abused are rarely taken for some reason. Probably because people like Doris (my great grandma's name, I am not amused) are obsessed with people like Buffy. Meanwhile, poor little Bundy Jr. is getting slapped up and down main street.
I mean really, Dawn was late for school a couple of times. It was pretty ridiculous for Doris to be so...ugh about the situation. Then she found the "magic weed" which made things worse I guess.

I don't think it there was anything wrong with the house specifically. I think the concern was whether or not Dawn was getting the supervision and attention a child would need. I think they were questioning how "suitable" Buffy was as a parent.

Well, realistically the inspection went pretty quick. Bad behavior in grades, or with school doesn't mean anything. They know her mother just died as well. Besides the 'magic weed' and Buffy having a man over during normal hours of the day I don't believe there was anything wrong.
For the show however, Dawn as a target of the CPS. She quickly judged Buffy, and the drugs found within seconds of entering their house probably was enough. Just to get the show going anyways. Im not sure if they ever say there will be a follow up inspection or anything else. Just that "she has seen enough"

Doris said Buffy was on probation, so they would monitor the situation and take action if it didn't improve.

I don't think the fact that Buffy blatantly lied about living there alone, and then Willow saying she's going to lay down helped, either. Buffy really just needed to tell the truth and calm down and she probably would have been fine.

I don't think I agreed with her right away, but I tried to be objective and then I thought that the probation thing was very fair. She had good points. There was a lot of little stuff that would make any outsider feel Buffy was unfit to be a parent. Then there was the weed, which I think should be reason enough to investigate if there would be a more suitable family for Dawn(one would of course have to weigh the pain of being around someone who used or sold weed and the pain of losing your home and sister. What's best for the child and all that.)
Here are the little problems that should make people want to investigate more(without jumping to conclusions):
-Buffy forgetting what day it was/the appointment.
-The tardiness, abscenses and low grades.
-Dawn hangs out in a crypt with a older man.
-Buffy being unemployed
-Messy house.
I think her snap judgement of Spike sleeping over was bad (of course, if she was going by instinct, she was dead on, he was trouble) or supposedly judging his apperance.
Then there was the weed. Big problem.
I'm actually amazed that she just wanted Buffy on probation.
And from our perpective, we should have wanted that too, even though knowing what they went through. Even more, actually. We really got to see how unfit of a legal guardian Buffy was.We know that Dawn felt neglected and that the unemployed sister was depressed and suicidal and in a unhealthy relationship. And that one of the women living with Dawn was actually addicted. Not to weed, but magic.
Things turned out fine in the end, but they could have turned out very very poorly. Dawn could have started to drink, sleeping around, not go to school at all. She needed someone that looked out for her, the right way. Maybe Doris would have given them some help.*
This makes me really dislike Buffy for going so far, and making Doris look crazy. And being happy about it. I can understand her point of view, and maybe I would have done the same thing, but she was way too happy about getting Doris in trouble. She could have lost her job. Maybe she did.
Can anyone recall if Buffy made more of a effort with Dawn after Gone? I know she got a job, but was that it? She did seem to take Doris seriously. But werre we shown that she reacted to the critisism?
*I have no idea how the social services work in the US. Hopefully, they offer counceling and support, not only that they take kids away. having someone monitoring you, without offering advice, wouldn't be much better.
I didn't grow up in the healthiest enviroment, and my family could have needed some pointers. Maybe I would have been a happier and more healthy person if I had gotten into a foster family. Or, the loss of my family would have made me even more depressed. It's hard to know, so, I can't really say if being taken away would have helped Dawn or not. I do however believe that they needed help.

Yikes, that';s what happens in the Netherlands as well all the time. I thought we had the dubious honor of standing out in this regard. But sadly enough not apparently 🙁
