What was Jasmine?

She alluded alot to being a former power that be. If that were the case are the powers really that reckless? i mean it seemed very pointless for the beast and releasing Angelus. They never really explained why she did that but she just kind of killed everyone for no reason and waited out till she could be reborn. Also if Jasmine was a renegade does that means that the powers that be know what the hell they are even doing? If Jasmine disagreed with what they did and took matters into her own hands i doubt that all the powers agree with eachother on the decisions they arrange from above , especially if Jasmine didnt agree with staying above and watching. Also why was she so easily killed by Connor?

wasnt it that she could be killed by someone who shared her blood, which was just cordelia and connor since she was "born" from them? cordelia was in a coma, but connor could easily kill her. plus, when angel said her name, she lost her powers. maybe that made her more vulnerable.


EDIT: this is what wesley hypothesizes about those with her blood being able to kill her:

WESLEY: And if Cordelia's so dangerous to her, why not kill her and be done with it?
FRED: Because maybe she can't.
WESLEY: Exactly. I think Jasmine may be dependent on Cordelia. She can't hurt her, not without hurting herself. But maybe Cordelia can hurt Jasmine.
GUNN: That's a whole lot of maybes.
WESLEY: Maybe, but if I'm right, Cordelia might be our only hope to stop Jasmine.
