What would have happened if the mayor never ascended? (or died)

In the episode Enemies, Faith says 'The Mayor built this town for demons to feed on". Obviously he has a lot of involvement in the formation of Sunnydale and what happened in Sunnydale. What changes do you think he made that advantaged demons? If he hadn't of ascended or died in season 3, how do you think he would have influenced the further seasons.

I think that perhaps it is no mistake that the school is over the hellmouth. The school was something he had a lot of control over.

I think that maybe the Initiative wouldn't have been so prominent if the mayor hadn't of died. I can't imagine him appreciating them. Saying that, maybe the Iniative were something that were completely out of his control.

I don't think that "changes" applies as much as simply taking advantage of and enhancing what already existed there. We know that Wilkins was the Founder of Sunnydale, and most likely he had a considerable influence in the layout and construction of the main buildings. Almost certainly, he modified, expanded, and even added to the network of caves and tunnels that honeycomb the area. It would be pushing coincidence far beyond logic to have just about every building in the town have access via an underground tunnel, allowing vampires and demons to travel freely wherever, and whenever, they pleased, in complete secrecy, and regardless of the sun.
