I didn't understand the spell Willow was casting in "Wild at Heart", what would have happened if Veruka hadn't came in and the spell was casted?

Well since she never finished we don't know.

I assume something pretty bad would have happened to both Oz and Veruca though...

Willow nears the end of her spell. The energy building, things still going floaty. She takes a photo of Oz from her pile of ingredients.

WILLOW
Let this image seal his fate, not to
love - but only hate...

But as she moves to add his picture to the fire, she makes the mistake of really looking at it. She stops, stricken. Then tries again to cast it into the flame - but it's too late. She can't go through with it. She starts to cry all over again. The spell is broken... The bad mojo drains from the room and the floaty objects fall to the ground

It was to make Oz hate Varuica

I know she also talked about the spell later in that season but cant quite remeber what she said about it.

Found it Something Blue...

WILLOW: I am a bad witch.

BUFFY: No, you're a good witch!

WILLOW: I'm not kidding anyone. If I had any real power I could've made Oz stay
with me.

BUFFY: Yeah, but you don't want him to stay because you -

WILLOW: I didn't have the guts to do a spell on Veruca, my "I will it so" spell went
nowhere, the only real witch in here is fuzzy little Amy!

Interesting that Buffy is trying to say that she wouldn't want Oz to stay with her because she put a spell on him, but Willow doesn't want to hear it. Much like she later casts spells on Tara to suit her needs. It never ceases to amaze me how badly Willow fails to get how wrong that is.

Yeah that cut off is small but very telling of how events would play out later in life

d'Hofffryn would have had a better chance of recruiting her as a vengeance demon. Once she saw the damage done, she might have gone that way because there would be no way back.
