So when exactly are threads moved to the Sunnydale Cemetery? I know some reasons that they're sent there are the mods closing down threads that get out of hand, and threads that exceed the post limit. There are also threads there that have done neither, so I assume it has to do with them being inactive. I'm just curious as to how long they have to be inactive for, and if there are any other reasons.

There is really no set time limit in regards to inactive thread removal. There are times that we have allowed inactive threads to languish in any given forum for months.
I guess it depends on the type of thread, or if we need to clean out a forum to reduce clutter. Obviously spammy-type threads get relegated to the Cem pretty quickly.
