When was Dawn thought of?

I know Tara mentions her in restless "be back before dawn" and Michelle first appears at the end of Dracula's episode, but how far back did the writers have Dawn in their mind?
Was she always there from the beginning?
If so, did they place her in at the right time with the right back story?
 
the first mention of Dawn is by Faith, way back in 'Graduation Day, PT2' during the dream the two slayers shared (or whatever your opinion is on that)
Faith mentions 'Little Miss Muffet, counting down from 730'...during S5, Dawn is often referred to as Little Miss Muffet, by Glory and the crazy guy outside of the Magic Box.
Dawn is mentioned, again by Faith, in the S4 episode 'This Years Girl', during another dream. Faith tells Buffy that she's 'getting ready for little sis coming'
and then she is of course mentioned in 'Restless' by Tara.
 
Sarah has said before that Joss intended on bringing Dawn into the show for a very long time before she actually appeared. She was always a planned part of the series. If you like i'll try track down the comment.
 
Don't worry about it...
I knew she was planned before she showed up but I didn't know how far ahead.
Based on what I have heard, it seems as though BtVS is really a show about Dawn and Buffy was just keeping it warm for a few years until the Dawnster showed up.
Maybe they didn't know who to cast as Dawn until Michelle's arrival?
 
Well, not really. It's not as if Joss created the entire series of BtVS just so he could tell the story of Dawn. He just happened to have a planned storyline to bring in a mysterious "little sister" at some point.

Joss had a lot of basic ideas for the show planned right from the start. Willow being corrupted by magic, Angel turning evil, Sunnydale being destroyed in the final episode. All these basic plots were in his head and he just waited for the right time in the show to tell them. In the case of Dawn, the right time was the start of season five.

But the show itself, the whole story, was about Buffy, first and foremost.
