Here's something that occurred to me recently that might stimulate a little speculation (or not)
Humans become werewolves by being bitten by other werewolves, either in their human or wolf form, according to Joss' rules for the Buffyverse. Could that possibly imply that lycanthropy might be transferred by ANY bodily fluids being injected by the host into the recipient's system, which would make it a sexually transmittable disease? If that were true, Willow might have avoided infection because it would be assumed that Oz used condoms whenever they made love. It would explain why being a werewolf would be inheritable (didn't they say at some point that Oz's son had inherited his parents' traits, or am I just imagining it?)
(This refers to all werewolves in general, not just Oz, which is why I put it here instead of in 'Ships, but if it actually does go there, mods please relocate)
