Where Were The Other Watchers?

Obviously, Travers and the Executive Board of the Watchers' Council were killed when the Watchers' Headquarters was destroyed, but what about all of the other Watchers scattered all over the world? Surely Caleb and the Bringers couldn't have killed them all, so why at least a few of them headed for the Hellmouth along with the Potentials assigned to them for training and protection? If some of the Potentials had managed to avoid being killed until they got there, it would seem as though at least a few watchers could have done the same thing.

By the same token, Travers made mention, just before the building exploded, of calling in the "tactical teams," which would indicate that the Watchers had at least a few combat teams, who I would imagine would be a bit harder to kill than a bunch of unarmed teenaged girls. At least a few should have survived. Surely they would have been more than a little bit useful in Sunnydale. All of those people, and we only saw a single one after SHTF Day, and he was only there so that he could pass along the information about the First Evil to Giles.

It just seems hard to imagine that, of all of the Watchers in the world, apparently the only one still alive and willing to perform his duties wasn't even a Watcher anymore.

I have the same question...
But it could be that as Travers didn't have the time to call these teams, and with the council destroyed, the potentials and the watchers that were not killed actually knew nothing of what was happening. Or if they knew, with no resources and no one to turn to they were unable to do something.
