Which Buffy/Angel season has the most character development?

I might sound crazy but I always considered the season 4 of Buffy like the one with the most character development. It's just not that obvious because there isn't really a continuity, it's mostly non-related episodes! But if you compare characters from the beginning of season 4 to the end of season 4, I really think it's there they changed the most because it was like their transition year!
 
Yep. I also would have said Season 4 of BtVS.
There are many changes. I think Willow and Spike change the most.
Spike for example came to kill Buffy and in the end he's like part of the Scooby Gang.
 
Hmm Buffy season 2. After the end of Prophecy Girl it's a different show, Buffy changed. I'm assuming that came from the confidence in SMG - getting a second year, filming 2 horror movies back to back. But then the relationships that developed and crumbled in that year REALLY set the stage for the next season. Prophecy Girl characters versus the characters in Anne are greatly different. Though, of course, season 4 had a lot too.
 
Angel is a tie between season two/four/five some of the characters grew more than the other in those seasons to me.
Buffy seasons 2/5/6 were the most important for that show to me. It was so hard for me to pick one season each.
 
I'm going with season 5. Season 4 did spur some change in the group, but I didn't see much actual growth until the Scooby gang re-bonded in Primeval.
 
Angel season 3 stands out to me. The season where Angel found a real happiness and reason to live, Cordelia becoming more mature due to the agony inducing visions, Wesley's betrayal, Fred's slow adaptation to being back in LA, Gunn choosing between his old crew and his new crew, etc. This is the turning point for the entire series.
 
Easily Angel season 2. It was when Wesley first started to changed from a clumsy watcher into the badass we see later on. It was also the first full season were we got to see Cordelia become more than the high school bitch and change into an incredibly strong character.
