Which Buffy character on Angel had the best development?

From geek loser on Buffy, he takes Dana, the psychotic slayer, away from Angel Investigations and in TGIQ, he ends up with two girls in his apartment, sort of reminiscent of Johnathan in "Superstar" who has two Swedish girls (was one of them you, Taake?) waiting for him in his mansion, but unlike Johnathan, he does it without massive mind wipes of everyone around him. It is every bit as extreme as Wesley's transition from bumbling buffoon to badass but it does not seem to be as jarring a disconnect.

And then he wipes out ALL of that supposed character development by replacing Buffy with a robot without even telling BUFFY about it. And he still doesn't see why that would be wrong.

You actually make a really good point. Andrew did go through quite the change. However from Buffy to Angel we didn't really get to see that change so it's hard to take into account

Plus the fact he is just a weak character.

I do think Angel can be counted. Because on Buffy he was mostly a brooding love interest. And the actor at least in the first season was a bit green, plus in some ways until he got his own show he did feel a little like a side kick. I would say he got great character deveolpment on his own show.

Wesley and Cordy are easily the two most deveolpment. More so Wes in a way, because when he first showed up in the way he did I found it hard to take him serious having seen him on Buffy.

Don't really see how it can be Spike since he was only there for one season. And I maintain that besides the last season his development on Buffy was spot on.
