My pick would be Wes. From their original debut (and even his Angel debut) to where how he ends at the end of Angel S5, I think he goes through the most dramatic arc and change.

I'd say Cordelia. If you watch her in the first season of Buffy, even versus in season 2, her changes are incredible, just in that small amount of time. Cordy was continuously growing and changing in both shows. If you watch her in Buffy season 1, and just switch over to an ep of season 3, or even You're Welcome (/cry) in season 5, she seems like a completely different character.

Wesley. He changes so much with every season.
He starts out in Buffy as a bumbling, pompous, by-the-book, cowardly Watcher who's completely useless with the ladies. By the end of Angel season 5 he's a brave, confident, sexy, demonology genius who hits rock bottom when he looses the women he loves.
Not even Cordelia or Willow can really top his journey.

Yes Wesley became more focused, soulful, passionate, and heroic as the series went on. So did Cordelia. But I don't really see how either can compare to a particularly infamous vampire who eventually decides to make a go at doing good things, not the least of which was to get his own soul back.
For me, Spike is the most obvious choice. He starts out as William the Bloody--an evil, soulless vampire who is set on killing Buffy, as a bonus. Then he starts fighting his own nature, slowly falling in love with the slayer and putting his own life in danger to fight by her side for a season and a half, before deciding of his own free will (while still a soulless vampire), to endure torture for the sake of winning back his soul. So that by the end of the series he's gone from gruesome vampire, to falling in love with Buffy, to hero-- saving the world.

LOL, I can assure you that I didn't forget that Spike came back. I would post another photo of him with his shiny new soul doing something heroic, (probably a clip from the last scene in NFA), if I wasn't too busy. 😉 But I think my point still stands: ultimate transformation.

I would say Spike and Willow, in that order.
Spike evolved from basically villain of the week, cannon fodder to one of the most popular characters on either show.
Willow went from introverted computer geek to extremely powerful she-witch and second or third most powerful character in the Buffyverse.
Also worth mentioning as the most abruptly changing character would, of course, be Fred, who went from heroic math genius book worm to kick ass hell god over the course of just 3 or 4 episodes of "Angel" Season 5.

I'd have to say Cordelia and Wesley.
Spike always had his romantic/cute side even when he was with Dru and I know he became good and all throughout the serie(s) but I could still see something good in him in S2.
Willow changed a lot too, but I don't thing she changed as much as Cordelia or Wes.

I'd say Buffy she went from a snobby Cordeliaesque school girl, to a kickass slayer, and then finally to the most heroic woman ever. She had to deal with alot, and just because her personality remained intact doesn't mean the vast character growth she went through should be overlooked...
I think the question would be easier if you asked which character didn't have the most growth because no one stayed the same as when they were first introduced, lol.

I say Faith because I love her but I can appreciate these too, Spike, Anya, Willow, Fred and Wes.
