Yes he choose it but I am saying no matter if he choose it he is going to be like this for eternity. That sucks to always feel that way. Plus really Angel isn't always the best example for a soul as much as I love him. He has his own issues.

I would have to say Giles. He wanted a different life than being a watcher. Then getting in so much trouble as a kid that he is forced to kill a friend. And then after devoting his entire life to the slayer and his duty, he falls in love, she gets killed (not to imply that her death is only tragic because it affects Giles, she is her own person and it totally sucks), and then
after forgiving Angel for all he did, Angel still ends up killing him too. Giles gave up on having a life of his own to be a watcher. And it cost him everything. It's pretty tragic.

Faith. She basically screwed up once for what was actually less than a year, and it's hanging over her head like a guillotine ever since, just waiting for her to screw up again. Angel and Spike were evil for a century or more, and they're all forgiven ang recognised as champions. Faith was robbed!

I've been thinking about this forever. They are all pretty tragic if you look at it the right way.
Buffy: Never had a chance at the life she wanted and never will
Willow: became a drug addict and all addiction is pretty tragic
Xander: He lost an eye and his woman.
Giles: Gave his whole life to watch over a person who was often ungrateful.
Angel: Tortures himself constantly for things that are generally out of his control
Spike: Never has gotten to be involved in the kind of love that he craves.
Wesley: Finally gets his girl after getting stomped on his whole life and then she turns into a creature that can taunt him with his love's appearance.
Fred: Her soul doesn't even exist anymore. It was destroyed by Illyria. That's pretty dang tragic.
Cordelia??? What happened to her was ridiculous. I can't even go into it because I get angry but it's tragic too.
Conner: Grew up in a hell dimension. Bet THAT was a barrel of laughs.
Gunn: Hates vamps more than ANYTHING and look what happens to him.
Tara: Abused and then abused and then abused and then dead.

I'll go the male and female route.
Female, I'm gonna say Darla. She decided she wanted to live the human-moral lifestyle a little too late, and had very little time of true happiness. I don't know, her storylines on Angel always depressed me.
For males, Spike. He had that whole unrequited love thing with Buffy going on, but besides that, he really never had a true sense of direction. He was always struggling between good and evil, moreso in my opinion, than Angel, and was often just misunderstood.

Totally agree with this. Wesley's level of tragedy is what drew me to him, actually. His family issues were so heartbreaking, and his love for Fred, who didn't notice him until it was too late . . . . oh, man. It pains me just thinking about it. I love him so much. Nothing ever went right for him. The whole drama in Angel S3 is a good example. He tried to do the right thing with Connor, and it ended so, so badly. Augh, poor guy. I just can't even deal with it.
My choice for the general Most Tragic has to be Angel - his pain and sorrows are relentless, either from the payback from his life as Angelus or from the oftentimes horrible choices he has made that cause himself and others a great deal of troubles. You can't help feeling sorry for him - Although post BS8 not sure that I feel to badly for him now.
