I'm sorry but I think you got your Season 4 finale quote wrong.

The final scene was Buffy looking at the bed (the bed from numerous dreams foreshadowing Dawn) with Tara/The First Slayer's voiceover "You think you know, what you are, what's to come... You haven't even begun." And then walking away leaving us (the viewers) wondering what it all meant.

For me, especially rewatching that scene after having seen season 5+, is just SUCH a spooky, but beautiful and important scene.

Way more pivotal than "that guy with the cheese".

Its close between 2 and 5 for me. I went 2 just because the whole direction and the way the music just adds to the emotion of the scene is just so perfect and it gets me everytime. 3 was a great ending too.
 
If we're talking best final scene rather than best finale, I'd go with season 3. I love the little epilogue to the battle with them sitting there exhausted, taking their moment, and then the pan down to the yearbook.

That scene is so sad! Between Angel leaving for good (no more Bangel!) and knowing this episode marks the end of the best years of the shows (imo), my poor heart just can't that final scene. For me, that's the hardest season finale to watch. Leaves me feeling raw.
