Which vampire was strongest?

Angelus, simply because it took her ages before she was able to kill the villain with the (beautiful 😉) face of her lover.

We never saw any sort of vampire weight lifting contest, but, just at a guess, my vote would have to go to Luke from the First Season opener. ("You're strong. I'm stronger")
As for the hardest vampire for Buffy to beat, I would probably have to say Angelus, as much or more because of the emotional factor as any sort of fighting skills he might have possessed. Of course, the key word here is "beat." There was, of course, one vampire who she never actually did beat, because their fights were always interrupted before an actual conclusion could be reached.

The problem is, the Major Vampires all occurred during the seasons of the show with a really low SFX budget. For all we know, All Vampires could do Season 5 Angel Wirework all this time. I'm going to say both Angelus and the Master, with a tie for third being Dru and Kakistos, on the grounds we never found out if Dru's powers worked on Buffy, and Kissing Toast, as I recall he's the only Vampire who went toe to toe with two Slayers and didn't die immediately. Well, except for What's my Line, but that was a group battle. I mean, Big guys who become Vampire Henchmen are a problem for Buffy, but, there's no doubt she'll win.
