Right there with ya' as the first person I thought of when looking at it was Jaboc Dylan. As far as that goes, they look fairly similar (or at points in thier lives, did). Failing that, I'm joining the bandwagon and guessing Lou Reed, circa his Velvet Underground days.
 
Well I've looked and looked at that very tiny photo and to me that must be the very much younger Lou Reed, as has been said already. So unless a very much more observant person comes along with better eyesight than I, I go for him.

Hmmm....I'll take a stab at this.

The name I'm about to mention is hardly a music "legend", but when I look at this picture, it looks to me like Jonathan Richmond of the '70's group THE MODERN LOVERS. They did a song called "Roadrunner" back in 1976. More than likely I'm dead wrong...but that's who that pic reminds me of.....

Do you mean the marvellous Jonathan RichMAN, OM? I didn't think it was him but, then again, it wasn't one I'd considered...btw he's the singer guy in "There's something about Mary"...could be a possibility. I'd say he was a "legend" 🙂 ("Roadrunner" is an absolute classic - along with "Egyptian Reggae" btw)

Have I made a rock and roll faux pas? How fallible of me. I should be roundly flogged and forced to watch really bad country music videos, al la "Clockwork Orange". Yep, that'll teach me to misspell a cult phenom's name. lol.

The guy in the pic does slightly resemble Mr. RichMAN, though. I might even agree with previous posters' guesses of it being Joey Ramone.

It looks like this mystery will remain unsolved.
 
I'm starting to think that my friend doesn't really know who it is either, because I've asked about 4 times and he keeps ignoring the question and going on about Lisa Hannigan... lol

Mayhap your friend was slyly hoping you'd divine the identity of this picture FOR him. Lol. Most devious.
 
My mom thinks that is be Prince, but I don't think so.
I think it could be Eric Clapton.
 
Ok well to me, it looks like that guy Richard Ashcroft (I think that's his name), the lead singer of The Verve.
