Who was the most successful villain?

Well, if we're talking sheer havoc, Caleb absolutely just ripped things up when he arrived. I mean, for about three or four episodes the Scoobies were in seriously deep sh**. I remember thinking, almost every scene, "oh man, if Caleb walks around the corner things are about to go hell!" I never really had that with any other villain. I mean, "Dirty Girls" was probably the best intro episode for a bad guy ever.
But looking more long-term and a bit deeper, I'd say the most successful villain was Wolfram & Hart. I mean, they'd slithered out into so many areas and so many aspects of everyday life that they were almost impossible to truly defeat, which was the whole basis for Angel S5.
Maybe my Bangelness is making me bias, but I'd say Angelus. Not only was he ruthless and could match Buffy in a physical fight, he hit her were she hurt the most. He attacked her emotionaly, he even went so far as to destroy the group by killing Jenny. Buffy is as strong as she is because of her friends, after Jenny died Giles went all Ripper and even so far as season 3 Xander still uses what Angelus did to throw it back in Buffy's face.
I think Caleb comes close when he hurts Xander but I dont think its as bad as what Angelus did.

On Buffy, I don't think any of them were particularly successful.
The Master escaped the Hellmouth for about a minute and a half.
Angelus didn't end the world, but he was very mean to his girlfriend
Mayor Wilkins turned into a big demony thing but got annihilated by a group of well-armed teenagers,
Adam was lame.
Glory also failed to have her portal mash the dimensions together,
Dark Willow spanked her inner Moppet just in time, with a little help from her friends...
...and The First hardly got out of the basement.
So of those, The Master and The Mayor achieved their goals, albeit temporarily. To do so, The Master had to kill the Slayer, which was a pretty big deal and the Mayor got to eat a few school kids, which is just funny. Overall, though, I am giving it to The Master. He had the smallest, most simple plan and it came to fruition. Briefly. 😀

Angelus had the most successful run: he killed Jenny and made Buffy's existence a living hell. He came really close to ending the world and by opening the portal he forced Buffy to kill her lover - which shattered her for months.

Angelus. The way he hurt Buffy and the entire Scooby Gang was pretty bad. Worse than any physical damage could.
Glory could be too. I mean, she terrorized(sp?) Buffy and her family all through S5 and she made Tara crazy. Plus, she made Buffy kill herself to save the world.

I'm going with Glory. It's the first time we see the group at their wits end trying to figure a way to end Glory but failing to turn up anything solid other than killing Dawn (which we all know Buffy would never allow) the gang are struggling with accepting Dawn is a lie as well as trying their best to protect Dawn and the secret of the key and then to top it all off Glory gets so close to her goal that Buffy has to kill herself to finish it. She forces Buffy's hand in such a way that Buffy has to make the ultimate sacrifice. It makes for a truly excellent ending to a season.

Glory, hands down. Glory has intimidated Buffy more than any other villain due to her sheer and effortlessly strength. She has beaten Buffy countless times, forced her and the Scoobies to actually give up and run away, even rendered Buffy completely catatonic. Adding insult to the injury was the fact that it all came from a female who looked exactly like her. In the end, Buffy still didn't defeat Glory, Giles did. Glory was a force to be reckoned with.

Hmmm i really cant decide now after reading everyones points...
i would have said The First as It got to the minds of everyone and couldnt have its ass kicked, also getting people to do its dirty work by manipulating them so i thought yeah pretty successful.
But angelus was successful in hurting Buffy and those around her physically and emotionally. But then again they did stop him.
My guess is a toss up between the two.

The Master
Strength: At first, very high, then it declined once Buffy came back.
Emotion: Only the common 'he's my enemy' effects.
Intimidation: Feared by other vampires and the scoobies as well.
Deaths: Buffy (Which is a big one).
Angelus
Strength: Evenly matched to Buffy.
Emotion: Used Angel's relationship with Buffy to his advantage.
Intimidation: The unknown of where he would turn up next.
Deaths: Jenny Calendar (Resulting in Giles and Buffy seeking desperate revenge) and coutless others.
The Mayor
Strength: Unkillable, but not strong as human. As demon, well, you saw him.
Emotion: Not much. Just classic evil guy with a good sense of humor.
Intimidation: Only the whole impervious and lingering fear of what would happen after his ascension.
Deaths: Several deaths were indirectly caused by him.
Adam
Strength: More than a match for anyone.
Emotion: He himself has none. And caused just as much on others.
Intimidation: Semmed unkillable at one point in the series.
Deaths: Just Initiative people.
Glory
Strength: Also seemed unkillable during her season.
Emotion: The fact that she was after Dawn had a big effect on Buffy, plus what she did to Tara triggered Willow's path of darkness.
Intimidation: As a god, she was worshipped and feared by many.
Deaths: Like the Mayor, most of the deaths she were involved in were indirectly (Like Buffy's).
Dark Willow
Strength: Even to Buffy hand to hand.
Emotion: Had the advantage of being Buffy's oldest friend.
Intimidation: Capable of killing everyone in one stroke.
Deaths: Warren. But technically it was a good thing, so we won't chide her for that.
Warren
Strength: He was human, so none (Unless you count his time with the Orbs, and his gift with machines).
Emotion: Willow and Tara. No need to say more on that.
Intimidation: None.
Deaths: Tara. One death is enough.
The First
Strength: Physical, none at all.
Emotion: It's biggest weapon, manipulating people.
Intimidation: Like Glory, it is worshipped as a higher entity.
Deaths: Indirect deaths caused by Caleb and Bringers (Anya, countless potentials).
Caleb
Strength: When fused with The First, he's as powerful as Glory.
Emotion: Blinding Xander definatley had it's toll on the scoobies.
Intimidation: Being semmingly immortal shoke some people.
Deaths: A few potentials. Plus Xander's eye.
So
Most powerful: Glory (Caleb was only as powerful when merged with The First, and he lasted only a week compared to Glory lasting a full season).
Most emotional effect: Tie between Glory and Angelus.
Most intimidating: Glory (The First ranks up there, but it cannot cause physical intimidation).
Caused most death: Tie between The First and Angelus.
So the winner overall is:
Glory.
She is my least favorite villian out of all of them, but you can't argue with logic and simple facts.

I think Glory is probably the most successful villain. She was able to get to Buffy in a way no other villain on the show ever did, and it even caused Buffy to have a mental breakdown.
