Why did Buffy ally with Angel and Spike after they had killed so many people?

She didn't know Angel was a vamp until she was falling in love in the 16 year old romantic sense of the word. Even hearing what he did to Dru didn't warn her what he was capable of without a soul. Spike was sort of harmless, then he was an ally, a confidant, a sex toy and punching bag, an abuser, and so on until he was in flames in the hellmouth. But yeah, Buffy did have a lot of grey area from the start.

Plus, Buffy has always made the distinction between Angelus and Angel, so, in her eyes, there was nothing to forgive there, even after what Angelus did and tried to do in Season 2 (and don't get me started on Season 8!)
Her trust in Spike was a slowly evolving thing, because there was no soul there, but most likely the deciding factor was his enduring torture rather than tell Glory about Dawn. Then, in Season 7, there was the soul thing again, and she, at least, gave him the same benefit then that she had given Angel earlier. The soul wiped his slate clean of all mayhem and suffering that his soulless counterpart caused or took a part in. I'm not sure how she justified still adding the good things that Spike(us) did to ensouled Spike's credit while forgetting all the bad, including his attempting to rape her in Season 6, but, like the old saying, true love will always find a way. Seriously, though, I'm sure that she would have done the same for Angel, if Angelus had ever done anything that wasn't evil, diabolical, and downright nasty.

Hell, Angel and Spike killed perhaps 10% of the people that Anya killed! And she had a soul.

Ultimately because Buffy saw the good in both of them and knew what they could be if they really tried. She tells them exactly this when their either trying to kill themselves or trying to get her to kill them.

Hold grudges, no. That doesn't mean that Stalin was in any way considered a hero or a champion on the side of right. The alliance with Stalin in World War 2 was pretty much the same as Buffy's alliance with Spike at the end of Season 2, more of a, "The enemy of my enemy is my friend," or, at least ally, sort of thing.

The mission is what matters.
It's all about what's happening now and how to best deal with it. If Angel and Spike could help with the mission, then bring them on board. No one can change the past but they can work on the present and for a better future.

Its about the mission, and in the case of Spike the writers just can't resist playing with his anti-hero image. It was always good seeing the surreal humour of bad Spike teaming with Buffy. There were plenty of grey areas too, but then that's one of the things I like about the show.
