Kendra wasn't 'transferred' anywhere.
Previous Slayers have patrolled where they live, which is why Buffy was active in LA when she was first Called. She only had to move due to what happened at Hemery, and the Council used this as an excuse to get Buffy to the Hellmouth and have a Slayer permanently active there.
Buffy is the only Slayer we know, we have no idea what happened with the Slayers before her, but it's not hard to assume that no other Slayers have been permanently based in Sunnydale, otherwise The Master, The Mayor or SOMEONE would have made some comment about another Slayer in Sunnydale. But they didn't.
I would assume that previous Slayers were more like Kendra - active in the city they lived in and sent to Sunnydale or Cleveland when the need arose. Kendra was only sent to Sunnydale because her Watcher heard tell of a 'dark power' about to rise. That power being Angelus/Spike/Drusilla. But she was expected to return home to her Watcher when she took care of the problem. If she wasn't, she would have arrived with her Watcher and with more than the clothes on her back. I know Kendra claims to only own one shirt, but she's a Slayer, she would have weapons like Mr. Pointy that she wouldn't want to leave behind.
As for Kendra's powers going back to Buffy - no.
We have never (up to that point) seen a Slayer stripped of her powers, only suppressed. The powers of the Slayer passed to Kendra, she was THE Slayer, Buffy was the extra one, but because Buffy's body was still considered to be alive, the powers stayed with her, as she was still considered a Slayer.
There's a lot of fanwank about the powers of the Slayer and Buffy's place in the line, some even stating that not ALL the Slayer powers passed to Kendra and subsequently Faith, because Buffy was still alive. Which is why neither Faith nor Kendra can sense vampires (Kendra thought Buffy was a Slayer at first, and Faith confused Finch with a vampire) and why we never see either of them have a prophetic dream that didn't involve Buffy.
As for Faith, she moved to Sunnydale of her own volition, because her Watcher was killed and she didn't know what else to do. She knew Buffy was in Sunnydale and decided to seek her out. She wasn't transferred either.
