I think Buffy did it because it should never have been Dawn's place to. Dawn didn't asked to be created, to be a danger to the world or to be the means of saving the world. It was something that was forced on her. Just like being a slayer was forced on Buffy. Dawn should never had to make that choice. To kill herself to save the world.
Ideally Buffy should never had to make that choice either, but she was strong enough to fulfill her calling. To protect the world. She knew how important that was, she had lived enough of her life to know she could do this. Dawn wasn't there yet. I think by season 7 Dawn knew how important the mission was, and Buffy realized she would be willing to give her life for it. So if she had to, she would let Dawn die.
