Why Did Spike Date Harmony?

It was a good question purely because I asked it! Defies logic huh?

Is the reason why Spike thought he was on to a good thing by dating Harmony, due to the fact that Buffy did not like attacking girls who had Blonde Hair and so gave himself a ' get out of jail free card ' by being a member of the ' I prefer Blondes campaign '?

No, Harmony was probably just around town and Spike stumbled into meeting her. Then of course eventually he started using her as a stand in while he fantasized about being w/Buffy instead.. Spike + Harmony is hella toxic but so entertaining!

I think Spike is one of those people who needs other people around. Even on AtS, he kept hanging around Angel when he could have gone off on his own (within LA city limits, at least). So when Harmony was the best he could do, he stayed with her, as much as he disliked her, rather than be alone. When they broke up, he started hanging around Buffy and the Scoobies.
