Why did they never reveal the Seniors Partners?

This was one of the things I was really curious about while watching Angel, and we never ended up seeing them. And I'm talking about their REAL appearances, not that random demon in 'Reprise'. I was disappointed they were never actually *characterized* either.

What do you all think?
 
Maybe it was because it's what the audience doesn't see that scares them the most. The literal fear of the unknown. I find that most truly scary horror movies rely on the imagination of the audience to create suspense and fear. I imagine the writers thought giving us faces to put with the title of Senior Partners would just decrease the intimidation factor. Just look at the movie, "IT". Pennywise is freaking terrifying until it's revealed he's really just a giant spider. I mean, really, WTF -_-

I get what you mean.
I think what SVP said is accurate, but I think it goes a little farther then that. The Senior Partners I think are supposed to represent power that operates behind the scene, so while there influence can be felt by everyone, you never quite see who's doing all the manipulation. Also, I think it represents something that Angel and co simply can't fight directly. If the Senior Partners were ever shown then Angel Investigations would be able to fight them directly, then they would just turn in to another big bad rather then the ultimate big bad.

Good point! But still, having them being brought up all the time, and not even a glimpse nor a conversation with Angel? 🙁
