Why didn't the Watchers Council take Buffy and Faith like they did Kendra?

When Kendra was a little kid she was taken in by her Watcher as an order from The Watchers Council, why didn't this happen with Buffy or Faith?
 
Makes me wonder how all the Bringers knew who all the potentials were though. Were they like Kendra and known potentials or they magically knew of the ones that the council didn't know?

I do wonder how the council were able to identify who the potentials were to begin with. I mean, doesn't seem like a great systems with both Faith and Buffy slipping through the cracks but they found Kendra.
 
I think the Council used Seers to locate potentials. Once located they were kept under surveillance in case they were called.

When Caleb destroyed the council he obtained the lists of (known) potentials & sent bringers after them & any Watchers who got in the way.

As locating potentials was a bit hit-n-miss the Council didn't know where ALL the potentials were....so neither did Caleb.
That's why lots of random girls were activated when Willow did her Nifty activation spell...they were the ones the Council hadn't found....

As for Buffy & Faith......plot contrivance 😉
 
The Council was somewhat incompetent.

But maybe it was also a cultural thing. I believe Kendra mentions something about her family seeing her being a Slayer as a great honor, whereas Hank and Joyce would be more "get lost crazy British people, we're going for frozen yogurt."

They could have bargained with Faith's mother though, who probably would have traded her daughter for a bottle of gin.

The fact they didn't try leads me to believe they were in the dark about the Potentials a lot of the time.
