Personally, I think it's pure pragmatism, strategy on Holland Manners' part. It's sort of a calculated risk. Despite Lindsey's betrayal and fence straddling, Holland sees great potential there. It was clear from watching that Lindsey was a much deeper character than Lee. Holland knew this and felt that Lindsey was too promising to 'dismiss'.
After seeing the events of seasons 2 and 5, maybe this was bad judgement on Hollands part.

Holland knew Lindsay and knew he wouldnt turn down all the power and money he was given. Knew he wouldnt betray Holland again. Plus, Holland liked him.
Lee was a smarmy little bastard. Would betray Holland in a heartbeat no matter what Holland did for him.
There was a huge difference personality wise. Lindsay was the Golden boy of Wolfram and Hart. Holland wasnt so stupid as to let that go so easily. Lindsay was good for business. Lee wasnt.

My opinion- they knew he would play a role in bringing Angel to Wolfram and Hart, and no matter what great losses they would aquire, what they needed was Angel, through any means neccissary.

Well Wolfram and Hart had those mind readers, so they probably had psychics aswell who had seen that Lindsay would betray them but he'd come through, so Holland knew from the beginning that he would pull through for them.
Plus, remeber that in season 2 that one guy with glasses (forgot his name), says that Holland Manners had a soft spot for Lindsay and Lilah. Also, Holland said that he hand picked Lindsay because he saw things the way they were.
