Why do they get to go to so many picnics?

They are catering it. Or they are the cleanup crew. Either way, they are still at work.

They aren't attending the picnic. They are scouting the picnic. Stay there long enough and an army of ants will swarm over you, leaving nothing but your skeleton and the jello casserole (because even ants have good taste). Enough successful victories and they will take over the world!
