Why was it that when Vampires and the Watchers Council notice the Slayer has friends and family to help her, why are they surprised? Especially The Watchers Council, why are they surprised on how different Buffy is compared to previous Slayers?

Well, aside from them, like [MENTION=8356]HisMrs[/MENTION] said, being totally out of touch, Buffy was pretty different. Kendra kinda showed that.
But no matter how out of touch they were, I don't think many previous Slayers had dated a vampire with a soul who lost it and got it back, a vampire without a soul who got it back and an agent from the U.S. government.

The Watchers weren't as much surprised with Buffy as they were disappointed (or maybe "put out" would be a better term) with her. She didn't do things "the Slayer way" simply because she hadn't been one of those girls like Kendra, who had been raised and trained most of her life to become the Slayer if she ever were Called. For whatever reason, she hadn't been considered as a true candidate, so they had pretty much ignored her.
As for the vampires, while I'm pretty sure that the knowledge that a Slayer did, in fact, exist, what are the odds that they would ever have to deal with that "one girl in all the world?" Meeting her at all was certainly surprise enough. From what we saw, most "rogue demon hunters," with the exception of Gunn's crew and a few others, seemed to fight alone, so having anyone bring back up to the party was a surprise in and of itself. Add to that, quite often, that "friend" was one of two vampires, either William the Bloody or Angel the Broody. That was the surprise.
The REAL surprise must have come back in Season 3, when they had to deal with, not one, but TWO Slayers at the same time.

I don't really think her dating was that important. Not even sure how much about that the Council acutally knew...
Also, wasn't Kendra rather the exception than the rule, with her life so fully devoted to slaying (even before she was called)? I mean, look at Faith...she's a lot more like Buffy than Kendra in this respect! She even let the Council tell her less of anything than Buffy did!

I'm surprised that they didn't realize how remarkable she is. Most Slayers they located as Potentials and had time to train and indoctrinate them. They didn't find Buffy until after she had already become The Slayer. They had to have a throw her in the water and see if she swims style of training since they needed an active Slayer. And she not only swam but did the bloody backstroke. She may have done things her own way but she still followed a strict set of moral codes. She wasn't anti-authority at all. She just didn't believe in following blindly. She questioned authority and needed her real concerns answered. We saw that again when she joined the government's Initiative unit.
Most Slayers left their previous life when they were Called. Buffy did make being the Slayer her life but she merged the human side/life with her Slayer identity/life.
I think that most Slayers chosen are loners. They have families that are willing to give them up or didn't really care about them. They are the girls that can disappear from society or are already on the outskirts of it. Its probably why it seems so easy for Watchers to take over guardianship of these girls. It seems like Buffy doesn't fit the pattern since she grew up with two loving parents but the very year she became the Slayer her parents got divorced and her father started pulling away until he eventually cut off all contact. And her mother was living a very seperate life from Buffy despite sharing a house with her. She was utterly clueless about Buffy. She would leave town for days on business, didn't question washing blood out of her clothes or seeing her 5'2'' 100 pound teenage daughter come home with bruises and cuts and limping every month.

It'd would be interesting to see what they actually know, like Giles was probably leaving out a lot of information when he was reporting back to them in the early days. Thinking Buffy would settle down into her role.
I'd say looking at records from the Councils side would show very different slayers then they actually were, like in the Tales of the Slayers stories there's a few stories of Slayers dating watchers and stuff that probably wouldn't be reported to make things look less complicated.
So for Giles who would have read about all these obedient slayers Buffy was probably a bit of a shock.

I guess that they were annoyed with her and kinda feared her more than they were surprised by her, cause they couldn't control her like they always did with Slayers.
Buffy had friends and family..they fought with her, she found time for dating, she dated a vampire, she didn't follow the rules, she trusted her instincts more than books and practice.
Buffy was just Buffy..she was herself and she had morals and principles that came first than what the Council's wanted. So, I guess they were kinda pissed at her. LOL
