Who wants to try a guess?

Illyria tells Angel "A King serves no master but his ambition" and Angel appears to buy it.

He seems to be going into his office to sign the contract allowing the sacrifice of a 14 year old boy.

I don't want to believe he would do that.

Honestly, Angel probably see's this as a small sacrifice to his main "goal" which you got to figure is getting to the senior partners and that just might mean having to play ball with them for awhile. Clearly an unsettling thought, but no matter what intention either good or evil, it proofs that Angel and crew taking up residence has no doubt corrupted and changed them towards at least a darker side of good.

Yes he signed that boy over. But let's not forget that Angel now has 14 years to undo that small wrong, and in the meantime, he can use the small step to get W&H to let their guard down.
