Willow. There is not even a doubt in my mind. She just needs to grab one of them and suck the power out of them and the rest are screwed. And given that she can simply keep spells from hitting her with a wave of her hand, Piper's freezing power is pretty much useless.
And Dark Willow wasn't ..."evil" per se. I know that's a bold/dumb statement to make, but deep down, Willow was still good and I think that would mess with the Charmed Ones powers a bit. I don't recall there ever being a moment they had to fight someone who was making bad decisions because emotions were running high. They fought evil because it chose to be and to commit evil acts. Willow was someone who was overtaken with grief and was not thinking clearly. She didn't even associate herself as Willow anymore but pretty much as a personification of rage and sadness, based on how she was talking about Willow being a loser.

But the goodness still in her was willow so perhaps if her at her most powerful was no longer associating herself with willow then the inherent goodness could be considered gone as well. At least until willow was more dominant again. Idk I am probably not making any sense.
In honesty there is no such thing as Dark Willow its a title she and scoobies use when her apperance changes as she taps the dark arts. The snappyness of her speech is just her leting out and venting

The deciding factor wouldn't have been the people themselves, it would have been the type of magic they used.
The Charmed ones used spell magic, which is ok. But they'd have to be in a running battle.
Willow used thought and sometimes hand magic.
Can you imagine them in a stand up fight in the attic?
Piper could be transported to the Isle of Man, Paige would appear/ disappear every time she got scared, and Phoebe would run to the kitchen every now and then to get some herb or other. Mind you if Willow watched her bloody stupid running style, she would probably have collapsed in hysterics. And that is the only way she would lose.
