I don't know about "permanently" drained, but it seems like W&H left L.A. after realizing Angel had won a battle - a huge one at that. Hell was bound to make him go crazy, especially since it's supposedly

Also, remember that Wolfram & Hart has branch offices in several other major cities around the world, including Rome. That means that their presence in our world hasn't been completely eliminated. Los Angeles MIGHT have been their primary access portal into our world, though I don't believe that it was ever actually said one way or the other, but even if it was, they still have alternate pathways if they care to use them.
