Would the Watchers Council agree with The Initiative?

If The Watchers Council knew about The Initiative's experiement on studying vampires & demons, would they had agreed with it or be against it?

Not likely. The watchers didn't seem to be interested in controling or manipulating vampires or demons in any way. Apparently their motto was, "The only good demon is one that we stand back and watch our Slayer kill." I even got the idea that the Watchers didn't differentiate between the harmful, dangerous demons and those who only wanted to live their lives with as little contact and conflict with humans as possible. Of course, they pretty much had that in common with the Initiative.

Against it, simply because they weren't controlling it, although I doubt they'd be against the overall idea.
