For me, one of the biggest problems with Dawn is that she doesn't really grow to have much of a mind of her own. It makes sense when she's 15 and struggling with being the key, but as she ages, she's still trapped in that immature mindset.
Being depressed, whiny, and irritating I feel are all justified given what's happened to her. But an increasingly independent mind would have made her a far better character.
ETA: When she does make some independent choices, we don't even get to hear her reasoning behind them, (for example when she turns the car round in End of Days and returns home), which leaves me unsatisfied. Make her into a real person--let's hear her thoughts! And of course there are the decisions which are ridiculous and OOC, (like at the end of Empty Places).
