Or maybe, by then, the Council realised that it was supremely inefficent to have merely one slayer. Therefore, given economies of scale, they decided to slowly increase it to 2, then 3, then give up controlling the numbers altogether.
But the Council isn't responsible for Calling Slayers, they merely train Potentials to become the Slayer, or they go out and find and train the girls who were never Potentials, like Buffy. They have nothing to do with the actual Calling part of it.
There's a theory that said everything starts at the beginning again, girls aren't born as full Slayers, they're born as Potentials, and everything starts over. One of the Slayers created by the Scythe is actually THE Slayer, the girl who would have been Called had the line continued to run as it normally would, and it's her death that Calls the next true Slayer.
IE, puberty.
The only thing I have a problem with in my theory, is why wouldn't Giles track her down in Season 7 anyway- after over a year, she's probably reasonably experienced, and has the strength and speed the Potentials lack. Even with the distance, I think it's established that the First Evil could well prove a global threat.
However, if the line truly had passed on from Buffy, if the "essence" that is the Slayer was only passed on through Kendra and Faith's line, then why would Buffy retain her Slayer powers when revived? Until possibly S7, where Willow's spell might well have reactivated them...
