Like most others, I think that Joss was trying to establish his general story line and see how the characters would interact in the beginning, then, later, in probably a full length Season 2, begin filling in the history that went with each one. Reynolds, Chloe, their friendship and Mal's loss of faith and the Browncoat Rebellion in general. would have been explored, the romance between Chloe and Wash, certainly Brook's past, which was referred to a couple of times, but never expanded on, the general background of the idea of a life aboard "Serenity," would have all been explored to one degree or another, once Joss determined just who the Fans liked the most.
