Harmony is a lot LESS dim-wit than Drusilla. She is also much more tolerant to Spike's temper. In retrospect, Drusilla never really loved Spike, but Harmony did. In the Fanged Four, Drusilla was bullied by Angelus and Darla and protected by Spike, and I don't think Drusilla can make it very long doing solo, so Spike's her only choice, but loyalty? I highly doubt so. In contrast, Harmony forgave Spike many times and still had feelings for him years after they broke up.
Harmony is also better for him than Buffy. Buffy's offer of protection and shelter was a hollow one. From S4 to S6, Buffy barely could protect her friends well, let alone another burden. Harmony had managed to pull off a gang of five without using any violence and survived Buffy many times. Too bad Spike was too blind to see it.
Souled/Pre-W&H
There's little information about how Harmony got back to LA and hired by W&H, but I don't think she was doing well. Her leadership potential was oppressed by the destruction of confidence, from Spike's dismissal (which also directly caused the rebelling of her gang).
Had they been able to hook together, the souled Spike won't be as an asshole to her as before, therefore Harmony would have got her achievements several years earlier. The true-blood vamps will be born sooner, thousands of people will be saved.
Buffy and Spike didn't really need each other in S7 anyway.
Drusilla should have been mercifully killed long before S7. Her mere existence is a torture to her, according to Angelus.

If Spike/Harmony becomes true, Harmony won't betray Angel. Inconsequential? Then how about Spike being a lot less broody and gullible, seeing through Lindsey/Knox/Senior Partner's plans, standing out to prevent Angel's suicidal "plan"?

Judging from the screen, Spike/Harmony sex was the most regular, most often, and most healthy one among the three. Enough said.
