Andrew and the New Watchers
Andrew has changed, and I get the feeling Giles has noticed.
Giles tells Angel he's sending his "best man".
It was funny when you first heard it, but I don't think Giles was entirely joking.
At the core, Giles is a serious guy. The mission Giles sent Andrew on was a serious one. He has obviously developed some faith in Andrew's abilities.
He sends Andrew to LA as a representitive of what appears to be the "New Watcher's Council"
It seems important to remember the bit where Andrew tells Spike the Scoobs conference call. The insinuation was they do it on a regular basis.
Giles would know at least a little bit about W & H. Dawn would be on the computer researching. Willow too. They would all have their ears open. They seem to have the resources of the old Watchers available to them.
They would have enough information available to them to make informed choices. They've obviously made some kind of a group decision Angel is at the very least in over his head.
By the way Andrew behaves towards Angel at the end of Damage, I suggest Andrew is not just speaking for himself and Buffy, but from the group opinion of what seems to have become the New Watchers.
