I was thinking that throughout S3... He left Buffy so that she could have a normal life, yet he can't resist Cordy and he doesn't stop thinking he loves her for the same reasons or maybe he's waiting the Shanshu moment...
I think that Angel still has always loved Buffy and hasn't noticed it... He fell in love with Cordy when she became more mature like Buffy... She had that blond hair thing going and the wanting to save innocents and she also was an ex-cheerleader...
