Angelus Chipped

Spike sort of caught goodness- like it was contagious, haha- by being forced to hang around the Scoobies due to his neutered state. But I seriously don't see Angelus turning to them for help- Spike is just a vampire, but Angelus is full on twisted. It wouldn't have calmed him or made him inclined to good (even if just for the sake of violence which was Spike's initial incentive) and since, as many of you have said, he was great at manipulation and torturing people through words and gestures the chip certainly wouldn't have hindered his evilness.

Spike owed quite a bit of his reputation for evil to his constant efforts to impress and hold on to Drusilla. Under different circumstances, he would have probably been just another run of the mill blood sucker.

Angelus, however, was pure unadulterated evil. He didn't have to work at it, and he didn't need any special motivation. Like Amy described Willow, every other vampire had to work twice as hard just to be half as evil. That's why a chip wouldn't have kept him from being pure monster.
