Yes, Angel really did love her. He will always lover, and always has (well, since he met her). True Love isn't always lovey-dovey, wishy-washy, flighty-wighty romanticism. It runs deeper, and it's when you can step back and let go and wait for them to come back. I don't think that Buffy nor Angel had really let go when he left in Graduation II. Buffy still held onto him, he still held onto her. It coloured their relationships (not just romantic ones)... they kept sneaking to LA or Sunnydale, and took out their conflicted emotions on one another. Buffy inespecial held up her next "boyfriends" (I use that very lightly) to Angel, even unconsciously.
At the same time, Buffy and Angel have a complete and utter caring for one another. They ultimately, when it comes to the down and dirty, realise that they must sacrifice their happiness for the good of the other. This stems from their love of each other. They realise that the other is worth more than they are, and the other's happiness is their own. (Personally, I'm still working on this, DH is doing much better than I 😉)
On the subject of Spike... She loved him in a way, but never really loved him. He even admitted that before spontaneously combusted and blew up Sunnyhell farm. Yes, I like Spike, so don't get all in a tiff about that. I just don't like Spuffy. (and DH does, so we have many, many arguments about this) 😛
On the subject of Nina... despite DH's attempts to convince me that Nangel is the way to go, I realise that Angel's interest in Nina is mostly one of compassion and fondness.
In general, I'm not sure the Shanshu is as dead as we may think it is. This is Joss Whedon after all. Thus, I think that Buffy's oven timer may just well go off with a delivery to Angel Investigations. Of course, this being Joss, it may never happen. If, however, the characters could move on their own, rather than only at the beck and call of every whim of the evil puppetmaster (yes, Joss is evil), then I firmly believe that there is a Bangel (again) in the future.
And Captain Scobroard, that Ruffy comment was just pure vileness.... 😛 😉
EDIT: Also, I don't think you can discount First Loves as Lasting Loves (or True Loves). Of course, I'm biased because I'm still with my First Love, happily married, and will stay that way. 🙂
