They have blood, it's just someone elses. Obviously their muscles still function (we do see them walking around and beating heck out of people so that's pretty obvious), the heart is just another muscle whose fuction is to pump blood. So there is no real reason that they couldn't have blood pumping through their system to perform the 'little general salute'.
Now, this may cause a few problem with canon, since when Gwen touched Angel he seemed quite surprised when his heart started beating. This could be explained if he normally has to conciously force it to beat, and when Gwen touched him it started beating on its own temporarily.

not 100% sure, but i think the saliva does have the memory properties because not all vampires have dominate nor level 3 dominate, and the fact that they bite someone and go away with that person remembering it kinda breaks the Masquerade
