I have thought that it would be supercool to have Anya be one of the PTB. Clearly, she spent the last part of her life trying to attone for the evil she'd done when she was a demon. I would be so happy to see her come back as one of the supreme good guys. 😀
On the flipside of that, what if one of the vamps that was running around Sunnydale around the time of the final fight found her as she lay dying and turned her?? 🙂 Vampire Anya could be pretty kick-ass...
Just do what they did with Angel in Season 3. Drop her out of a crackling hole into the air onto the floor, unconscious. Never any definite explanation, she's just suddenly back again. (Okay, there was a sort of vague explanation later as to why Angel came back, but it was all a mystery at thew time)

It's still opened to interpretation. I think it's equally likely that the First, Wolfram & Hart, or The Powers That Be brought him back.
But thus far, even though the First made the most explicit claim to doing it, TPTB & W&H have shown the kind of power needed to resurrect someone.
On that note, maybe Xander could just sprinkle Anya's blood on a W&H employment contract...
