Being a Slayer, dare I say it is kind of like having Aids...You dont have it at first until someone passes it on to you, but when you finally have it you cant get rid of it. Sure their are things that can keep it down for awhile or you can try to run from it but you cant get rid of it. You can pass it on to other people but it is still a part of you.
When Buffy became the slayer it was part of her, for ever. Its in her blood now and you cant get rid of it, when she died all she did was pass on the calling to Kendra and opened up her sleeping slayer abilities, Buffys abilites didnt get passed on, just her being able to call a slayer. So yes Buffy shouldve gotten her powers back after she died(which she has gotten them back) :: teeth :

Well for me the way that I always looked at it was like this: in Season3, The First had to be summoned in able to come out and torture people(like Angel), he/she wasnt strong enough to get back into this world by itself. But when Willow and co. did their spell to bring Buffy back, it briefly opened up a rift between worlds somewhat(it did pull Buffy out of a heavenly diminsion after all).
So the First saw this opening between worlds and jumped through into our world(Buffy world) and then since TheFirst is already on earth, all The First needed now was to become coporal to truly do damage, and when the Ubers over populated the people of earth TheFirst would become "real" in this world.
