How about this idea?: Dawn forms her own Scooby gang in the new Sunnydale High to investigate Hellmouth-related happenings around the school.
Less potentials, especially the annoying black girl (Rona, I think?).
Less focus on the potentials. I don't really care for them much.... actually... How about forget the potentials all together and focus on Buffy, Willow, and Xander and develop them with Dawn, Giles, Faith, Anya and Spike as supporting characters.
Did you really expect Buffy's relationship with the Scoobies was going to return to the way it used to be, when they were in high school? Is that what you wanted? For their characters to remain stuck around the ages of 16 to 18? Especially after what the Scoobies - especially Willow - had done to Buffy around the beginning of Season 6? Did you want them all to remain stuck in perpetual adolescence . . . like Angel and his friends?
